Harmony wanted to release their code under the Apache licence. It is an Apache
project, after all. The field of use limitation is incompatible with that
licence. If Harmony added those limitations to the Apache licence for their
implementation, they might as well pack up, go home and let Oracle get on with
their OpenJDK.

I think Google could use the 37 packages from OpenJDK because the GPL is
incompatible with additional field of use restrictions, but Harmony's
implementation is perfectly legal, already, and still Oracle sued Google for
using it.
